Now too many people think that if they play enough chords you can make a song, and while this is true ((Technically)) your gonna suffer a lot of stress in the future.
The first thing you wanna do is figure out the feel of your song... This is as simple as figuring out of it is going to be a Major key or a Minor key. The difference is as simple as this: Major keys are Bright, Minor keys are Dark. Figure that out and go from there.
Next is to figure out what Scale your going to use. You have A Bb B C Db D Eb E F Gb G Ab A or A A# B C C# D D# E F F# G G# A.
There is no difference between the two, as C# is Db and so on. The only difference between these keys is your ability to sing within them ((If your singing)), otherwise there is no difference other then passive sound.
Next, come up with a Chord Progression you think would suit the song. The general rule of thumb is to use 4 chords, and yes this is successful and easily become rather catchy they start to poor you as a musician. So come up with an interesting chord progression. That part is souly up to you
Lastly come up with a melody. A melody usually pertain to the notes of the key and scale you are in so make sure you know what those are. You can find out what they are using google if you don't already know.
Adding lyrics is a purely preference based thing. Some people do the weirdest things with lyrics but if they turn out nicely then all the power too you.
